Why does my dog eat toilet paper?

When my dog was a puppy he used to eat toilet paper off the roll. He’s since out grown that behavior, but now as an adults he’ll get used/dirty tissue out of the trash can and chew on it, but not eat it. Just take it out of the basket and leave a trail of TP in the bathroom. It’s so gross, why does he do this? Anyone have tips to get him to stop?
